The House on Thursday rejected a bill that would pay up to $7.4 billion in aid to people sickened by toxic dust from the World Trade Center. The bill was named after James Zadroga, a police detective who died from health problems after working at ground zero. Had it passed, the legislation would have covered medical expenses for 9/11 first responders and survivors.
